Britain’s domestic intelligence agency MI5 has issued an unprecedented espionage alert warning that a Chinese research institute has secretly funded UK-linked academics to bolster Beijing’s spying capabilities.[2][4][11] The Security Service Espionage Alert, published on 30 September 2026, names the China General Technology Research Institute (CGTRI), also known as the China Academy of General Technology (CAGT), as having โvery strong tiesโ to China’s Ministry of State Security (MSS).[2][3][14] MI5 says more than 100 academics with links to British universities have worked on projects backed by CGTRI that directly improve the MSS’s technical capacity for espionage.[4][7][10]
According to the alert, CGTRI presents itself as a benign funder of cutting-edge research in areas such as artificial intelligence, quantum technologies and aerospace, but is assessed to be a front company for China’s civilian intelligence and security service.[1][4][11] MI5 argues that the institute’s primary purpose is not scientific advancement but the acquisition of expertise that can be weaponised to enhance Chinese cyber-espionage, surveillance and signals intelligence programmes.[2][8][14] The funding has reportedly supported projects ranging from data analytics and machine learning to secure communications and advanced sensing, all of which could feed directly into MSS efforts to penetrate foreign networks and monitor targets abroad.[1][4][11]
MI5 stresses that many of the academics involved may have collaborated with CGTRI in good faith, unaware of its alleged role as an MSS proxy because its intelligence ties were deliberately obscured.[10][12][13] Nonetheless, the agency warns that continuing such work after the alert could expose researchers and institutions to prosecution under the UK’s National Security Act 2023 for assisting a foreign intelligence service or receiving material benefit from it.[12][13][15] Universities and research institutes are strongly advised to immediately review all ongoing and planned collaborations with CGTRI and ensure that the MSS derives no further benefit from British research.[3][5][14]
The warning has prompted a wider government push to harden the UK’s academic sector against foreign interference, with Security Minister Dan Jarvis writing to university vice-chancellors urging them to terminate arrangements with CGTRI and similar entities linked to hostile states.[12][15] Officials frame the move as part of a broader effort to protect sensitive technologies and intellectual property that underpin national security, from advanced computing to next-generation defence systems.[11][12] The alert is also significant because it is the first of its kind that MI5 has issued independently, underscoring the seriousness with which the agency views China’s attempts to leverage higher education for intelligence gathering.[9][13][15]
MI5 is telling academics who work with Chinese institutions to establish who ultimately funds their research and to verify that CGTRI or other MSS-linked groups are not involved, recommending that any suspected ties be reported to security officials and that legal advice be sought where necessary.[3][6][7] The episode highlights the growing scrutiny of international research partnerships and signals that UK universities will be expected to apply far more rigorous due diligence to foreign funding, particularly in strategically sensitive disciplines.[5][9][11] For now, the agency’s message is blunt: cut ties with CGTRI, reassess exposure to Chinese state-backed projects and ensure that British expertise no longer feeds directly into Beijing’s espionage machinery.[3][8][10]
