The initiative places AI at the heart of America’s cyber defense efforts, while reaffirming the importance of “secure by design” principles in the development and deployment of AI technologies.
The new AI Action Plan, released this week, outlines a series of strategic priorities designed to strengthen national security and reinforce U.S. competitiveness in the rapidly evolving AI landscape. Central to the plan is a directive to integrate AI-driven tools and frameworks into the cybersecurity architectures protecting key infrastructures such as energy grids, transportation networks, healthcare systems, and financial institutions.
AI to Safeguard Critical Infrastructure
The administration’s strategy positions AI as a vital tool to detect, prevent, and respond to sophisticated cyber threats targeting essential services. By leveraging machine learning and advanced analytics, these tools are expected to provide real-time threat detection and improved incident response capabilities across both federal and private sector entities.
As part of the effort, the Department of Homeland Security (DHS) will establish an AI Information Sharing and Analysis Center (AI-ISAC). This new center will coordinate the exchange of AI-related threat intelligence and cybersecurity best practices between federal agencies and private infrastructure operators. In addition, DHS will issue routine guidance to help organizations mitigate risks specific to AI deployments.
A key priority within the cybersecurity component of the plan is improving the detection and remediation of vulnerabilities in AI systems. Federal agencies will use existing cyber vulnerability-sharing frameworks to disseminate intelligence on known AI-specific threats and exploits.
Reinforcing “Secure by Design” Principles
Building on earlier federal initiatives, the Trump plan calls for expanding the adoption of “secure by design” practices throughout the full lifecycle of AI systems—from research and development to deployment and oversight. These principles emphasize proactive risk management, robust system assurance, and resilience against adversarial manipulation such as data poisoning and model evasion.
Agencies including the Department of Defense (DoD), the National Institute of Standards and Technology (NIST), and the Office of the Director of National Intelligence (ODNI) will lead the charge in refining tools and standards that govern AI system assurance and cybersecurity. The plan also instructs these agencies to update and formalize best practices around Responsible AI and Generative AI security.
On the international stage, the United States will push to embed secure-by-design AI standards into global agreements and standards forums—a move aimed at countering authoritarian models of AI regulation promoted by rival nations.
Streamlining Regulations and Supporting AI Infrastructure
Alongside its security focus, the administration’s plan also includes measures to accelerate AI adoption by reducing regulatory red tape. Key provisions include:
- Limiting restrictive local regulations that could hinder AI development.
- Investing in modern AI infrastructure, such as high-capacity data centers and reliable power supply systems.
- Expanding the national AI workforce through new training and education initiatives, particularly in cybersecurity operations and AI system resilience.
The plan also calls for revoking several earlier executive orders that the administration claims imposed burdensome constraints on AI innovation. Instead, the new approach prioritizes security, scalability, and self-governance through industry-informed frameworks.
